Grammar is the ultimate democracy. Language has rules and these rules are called grammar. However, these rules do not come from officials or governments, nor are they immutable physical laws of the universe. We, together with our ancestors, made them. Which means we can change them anytime we like. The problem is that 'we' means all native speakers of the language, or a dialect of the language.
